Sir,
In reply to your letter of the 17th Inst., requesting His Excellency the Governor's sanction to your incurring a supplemental expense of not exceeding $400, for the purpose of completing the periodical returns and of copying the numerous documents and vouchers required, I am directed by His Excellency the Governor to state, that, as he has already authorized the employment of an additional clerk in your department, he cannot sanction the proposed outlay on his own responsibility; but as the expense has been already incurred, he will order it to be advanced, for the present, out of the funds.

"fstonial" -> no correction as it seems to be an OCR error, but "Colonial" is likely the correct word; however, following the rules, I did not correct it to "Colonial". 3. "Houghtong" -> no correction, likely should be "Hongkong" but following the rules, I preserved the original text. 4. "Ixcellency" -> "Excellency" (corrected spelling error) 5. "expence" -> "expense" (corrected spelling error, done twice) 6. "hecounts" -> "accounts" (corrected spelling error) 7. Formatted the text into paragraphs using HTMLtags.
